Service Voucher System

What are service vouchers (dienstencheques)?

Service vouchers are a Flemish system that allows you to hire domestic help in a legal and simplified way. This system is supported by the government and is intended exclusively for specific household tasks in a private household.

Who can use the Flemish service voucher cleaning system?

Private individuals who meet the conditions of the Flemish regulations can use the service voucher system.

What is the price of one service voucher in Flanders?

€10 per service voucher — for the first 400 vouchers per person per year.

€11 per service voucher — for purchases above 400 vouchers (up to a maximum of 500 vouchers per person per year).

🔹 For a household (couple), 800 vouchers at €10 can be purchased, followed by up to 200 vouchers at €11.

Do I have to be domiciled in Flanders to use service vouchers?

Angels@Home operates exclusively in Flanders.
To make use of our services within the service voucher system, the client must be domiciled in Flanders.

Can I use service vouchers for a second home?

Yes. In the case of a second home (e.g., a holiday home), the use of service vouchers is permitted, provided that this residence is located in Flanders and used for private purposes by the client.

Can a property be cleaned with service vouchers before or after rental?

No. Properties before rental or after the rental period cannot be cleaned as part of service vouchers.

Allowed Services

What tasks are allowed with service vouchers?

Allowed tasks include:

  • cleaning the house or apartment
  • window cleaning
  • laundry and ironing
  • grocery shopping
  • meal preparation
  • minor sewing repairs

What tasks are NOT allowed?

The following activities are, among others, not permitted:

  • Gardening work
  • Childcare
  • Care for sick persons (including hygiene, injections, accompaniment)
  • Cleaning of nursing homes or daycare centres
  • Handyman and technical work
  • Cleaning of walls and ceilings
  • Cleaning of garden furniture
  • Activities not related to the household
  • Cleaning after construction, renovation, or remodeling works
  • Staircases and areas not used exclusively by the client, but also by other unrelated persons

Can a domestic helper wash windows and under what rules?

Yes. Window cleaning is allowed as a supplement to standard cleaning activities. A domestic helper cannot be hired exclusively for window cleaning.

Can a car be washed using service vouchers?

No. Washing a car is not allowed because the car is not part of the house.

Can the terrace, garage, cellar, or attic be cleaned with service vouchers?

  • Terrace: yes, if it directly adjoins the apartment; no, if it is located deep in the garden.
  • Garage: yes, if it is located in the residential building; no, if it is a separate building.
  • Cellar and attic: yes, exclusively within the scope of normal cleaning (sweeping, dusting).

Is general cleaning and emptying of rooms allowed?

No. General cleaning, emptying rooms, or removing items cannot be performed with service vouchers.

Indoor and Outdoor Work

Can a domestic helper work outdoors?

Yes, only to a limited extent and only under permitted conditions.

In what period are outdoor works NOT performed?

In the period from November 1st to March 21st, outdoor works are not performed.

What temperature conditions must be met for the service to be performed?

  • Indoors: minimum 18°C
  • Outdoors: minimum 8°C, solely in sunny and windless weather.

What happens if the temperature during work is too high?

If the temperature during work becomes too high and may negatively affect the employee’s health, we are obliged to take appropriate protective measures.

In practice, this may mean:

  • slower work pace
  • additional breaks
  • providing cooling and drinks
  • changing the scope or order of activities
  • and in extreme cases — temporary suspension of work.

There is no single “rigid” temperature at which work is automatically interrupted. Each situation is assessed individually.

Schedule and Work Organization

What is the minimum scope of services?

The minimum service scope is 3 hours every two weeks.

Do I have to be present at home during the service?

No. The client’s presence is not required, provided the domestic helper has the ability to access the home.

Can I give the key to the domestic helper?

Yes. In such a case, we recommend signing the “Key Handover” agreement, available in the documents for download.

Can the domestic helper do shopping for the client?

Yes. The domestic helper can shop alone or accompanied by the client, using a car, bicycle, or walking.

Are services insured in case of damage?

Yes. Our services are covered by liability insurance in case of potential damages arising during work.

In case of damage, a deductible (vrijstelling) of €250 applies, which is borne by the client. The remainder of the damage is covered by insurance, according to policy conditions.

Cancellations and Absences

Can I cancel a scheduled service?

Yes. Cancellation is possible maximum 8 times a year.

How much in advance must I report a cancellation?

Cancellation must be reported at least 5 calendar days in advance to avoid costs.

What happens in case of late cancellation or no cancellation?

If the service is not cancelled or if the cancellation is communicated too late (after the required notice period), the client bears the cost of the scheduled cleaning service.

This rule applies because, in such cases, we are no longer able to arrange a replacement for the household helper. In this situation, the client will be charged the full amount, namely the number of non-performed hours multiplied by the cost of one service voucher, without any government subsidy.

As of 01/01/2026, the cost of one service voucher in such cases amounts to 30.20€.

Administrative Fees and Payments

Is an administrative fee charged?

Yes. An administrative fee is charged for every actually worked hour.

What is the administrative fee for?

The administrative fee is intended primarily for training and development of our employees, so they can provide services at the highest quality level. Additionally, it covers organizational and administrative costs necessary for the efficient functioning of the service.

Is the administrative fee indexed?

Yes. The fee is indexed annually.

When is the administrative fee charged in case of contract termination?

In case of termination by the client, the fee is charged at the beginning of the next quarter.

What are the administrative fee rates?

Rates depend on the chosen payment method and number of hours per week and are clearly communicated before starting cooperation.

Does the fee amount depend on the payment method?

Yes. If the client chooses automatic payment, a lower administrative fee rate applies.
If choosing invoice sent by e-mail, a higher rate applies.

From January 1, 2026, rates are:

  • €1.00 with automatic payment
  • €1.35 with invoice sent by e-mail.

Do different rates apply for clients over 15 hours a week?

Yes. For clients over 15 hours a week, a reduced rate applies, available exclusively with automatic payment.

Equipment and Products

Who provides cleaning products regarding the service?

Cleaning products are provided by the client.

Can the domestic helper work with strong or corrosive cleaning agents?

No. Working with strong, corrosive, or dangerous cleaning agents is not allowed.

What requirements must the cleaning equipment meet?

The equipment must be safe and technically sound. Electrical cords must be intact.
We recommend ergonomic equipment (e.g., Vileda type mop).
The ladder must be stable, and the domestic helper can step maximum on the third step.
